looks to me as if the ideal place to measure correctly is the top of 17's head to the bottom of 16's chest... and judging from the shf pic that isn't the case at the moment.
looks like you are right that the problem is in the lower half of the figure, his legs are too short...
if we measure the first pic, which seems the most accurate to me, the top of 16's shoulder to the bottom of his fist is about 3cm, then measuring from the top of the armour above his robotic jewels 3cm brings us to the top of his boots...measuring the same way on the figuarts pic brings the equal measurement to nearly his ankle.... = legs not long enough... damn.

Am I in a minority thinking 16 looks ok? More than ok in fact I think he looks great! he doesn't look out of scale in the group shot. I see the scale issue come up with loads of figures, with people putting pictures up all contradicting each other. If the scale is all over the place in source material then can we really say they have missed the mark on the figure?
I'm pretty satisfied with the size of 16. Personally the impression I got from watching the anime was that he was around the height his figure is. Also, 17 and 18 are pretty clearly in front of 16 in the Figuarts pic. If 17 was directly next to 16, the top of his head might even be at the top of 16's black chest section under his robopecs, which I think would be a good intimidating height.

I spent more time on this correction in Photoshop, using some pictures for reference so I'd get closer to 16's actual proportions and design. I think I did pretty well considering I still did it as quickly as I possibly could. I see no reason to clean up background stuff when I do these, because I don't want to fool people into thinking it wasn't Photoshopped.

I did a search and Gonstead's topic didn't come up so I made my own
So... *3 hours go by* nobody so far thinks my Photoshopped version is an improvement?
If I buy him, I'm going to just lengthen the legs and then resculpt the calves and upper knees. The rest of the changes are too much work if they release him exactly as he is now. The arms don't absolutely need to be lengthened... they are actually pretty much long enough right now.
