MATTEL (LATIN AMERICA) In the year 2000, Mattel picked up the rights to release Dragonball toys in Latin America. This line saw the Re-issue of MANY previously discontinued figures and vehicles from various other lines around the globe including Bandai's super battle collection, AB's Vehicles, playsets, and minifigures as well as the Bandai US 1997 Blasting Energy Action figures. All figures and playsets would have all new packaging and sport the Mattel logo. MATTEL BANDAI SBC RE-ISSUES Mattel unfortunately would not get around to re-releasing ALL the original SBC figures before the lines cancellation. The figures that can be found in their unique green blister pack style packaging are volumes 00-19 , 28-38, and 40-42. According to DBT, these Mattel figures were available in January 2001. I don't know the release date, but that is extremely helpful for placing their release in 2000 or 2001! Despotes incorrectly referred to them as Mexican figures (or figures released in Mexico), as it seems they were actually released in Brazil and perhaps other South American countries instead, since the websites (that no longer work) were in Portuguese and located in Brazil.
