That is probably because the promotional pictures were well taken but it really is just a Super (Saiyan) Vegeta.

They've given him poses that only Super Vegeta used, like pointing to himself with the thumb and doing the Final Flash. That's why I and others thought it was supposed to be Super Vegeta, even though it wasn't as buff as it could be.

To be clear a lot of people think that PC Vegeta is useless because they are misunderstanding the point for the premium color releases. The releases aren't made to be more accurate renditions premium color releases are purposed for people who missed the original web exclusive releases but still want the same model. Tamashii Nations stated themselves that they can't re-release the web exclusives so they use a loophole which is the premium colors. Premium colors aren't for everyone since they are inherently made for people who missed out on the original releases.

Yeah, but those same people would be better served by just getting the Super Vegeta. As you pointed out, it's just a Super Saiyan Vegeta, albeit one with the new mold and improved sculpting. So we've come full circle, I think.
That being said, it's true that the PC releases are a great opportunity for those who missed earlier releases. Especially when it comes to Trunks (and now Cell.) But Vegeta is definitely the exception. If I were one looking for an SS Vegeta, PC Vegeta would seem unnecessary. I'd just wait for the new and improved release.

Incorrect, PC Vegeta is an accurate Android Saga version of the character. The new Super Vegeta is an accurate Cell Saga version. Just the same as the Teen Gohan is an accurate Cell Saga version and Ultimate Gohan is an accurate Buu Saga version. Just because Super Vegeta is being released, does not make PC Vegeta an obsolete release.

We'll get another shot at a normal head with some other form of Vegeta. We could very well see a PC Scouter Vegeta that utilizes the same shade of blue as the PC SSJ Vegeta. If not that, we could very well get some type of Namek Vegeta and an eventual Buu Saga version.
It's still bull that he is the only figure to not have gotten more than one head variation in any of his releases. Goku, Trunks, and Gohan have all come with multiple heads.

I doubt we will get Namek Vegeta. At the rate things are going we will probably see a PC souter like you said. I think they just don't include black hair with Vegeta simply to piss us all off.

It could be said that the new Vegeta is also Android saga accurate, so PC Vegeta is not necessary in anyone's collection, quite frankly. Sure, Bandai would have you buy every single Vegeta iteration by saying they are from different sagas even though they are basically the same exact character variant. But that doesn't mean you have to fall for it.
