They're doing a lot with Goku in this arc, but I somehow feel like he's not going to be the one to win it. Remember, this is the series that also had Goku lose the Universe 6 Tournament, AND had Trunks take the win (such as it was >.>) against Goku Black over Vegito.
My issue is, there really isn't anyone else poised to "win" the tournament right now. Gohan and Vegeta are still around, but there's no real personal investment in either winning from what I can tell. Gohan's trying to help save the world and Vegeta wants to prove himself, but neither has been more than an action set piece so far.
Honestly, aside from Goku (and maybe Jiren, but I doubt that one's happening as things stand) the only character that's poised to win is Freeza. The narrative is setting him up for SOMETHING before the tournament concludes. As things stand, I could see him maybe even winning the tournament himself, and in doing so setting up the next arc of the series.

We know universe 7 survives, not that they win. I know that seems counter intuitive, but any number of other characters could wish them back, or the show could pull some "lol, they aren't destroyed, they're in another dimension" nonsense. I wouldn't put that past them.
That said, much as I agree Vegeta deserves a win... As things stand I don't see it. Admittedly I'm keeping up with super mostly via third party, but Vegeta has spent most of the last few episodes blustering about ultra instinct. Frieza's shenanigans have been a much more central part of the arc, and from a narrative standpoint he's being set up for SOMETHING.

To create tension and investment in the tournament. Also to give character moments that we might not have seen (such as Vegeta and Cabba's "I'm gonna wish you back if we win" exchange) and that only happened because of the threat of universal destruction. Again, there are like 20 ways around this and as the scene I just mentioned demonstrates, we know characters are ALREADY planning to do some of those things. And again, that's even assuming there isn't some BS "lol, I just teleported the universes elsewhere, they're not REALLY destroyed. We just wanted to make sure you were giving the tournament your all" nonsense on the horizon.

Goku landed outside the ring first. By the rules of the tournament, he lost. Period. Was it pure dumb luck that a truck happened to hit him? Yes. But it happened, and he LOST. Was it by technicality? Oh, absolutely. But I don't understand how it's less cheap than Roshi winning because he had longer legs.
And none of this has anything to do with the FACT that Goku has only won one tournament he has entered, which was the point you seem to have completely ignored in your obsession with disputing this one loss.
