Semiperfect Cell seems like he's a lot larger than Perfect Cell in the anime.

He definitely is, Vegeta even comments that he's gotten shorter after he becomes perfect.
If this Jakks Semiperfect Cell is shorter than the Figuarts Perfect Cell, your best bet is to use the Figuarts body as a base like SupremeKai described but add extra height as well.

The eyes could use some refining and be sure to scrape excess paint off. Sometimes, little drops find their ways on the clothes in a spot you were never even near lol Otherwise, he looks better than the bootleg for sure. Also, I wouldn't use a Figuarts Cell for 2nd form. He is already too skinny for Perfect form, that he'd be almost be anorexic for 2nd form compared to other Figuarts. Even the Jakks one is a tad too short for 5 inch scale IMO. I had to add 3/4 inches to him and for Figuarts, you'd have to add at least 1.5-2 inches and there really isn't a proper way to do that to him without resculpting the entire thing. He's barely thick enough for 5 inch scale too, so too skinny for Figuarts. If I collected Figuarts, I'd consider spending a lot of money for an 8 inch statue of some kind, or just make my own with a lot of bulking and heightening of the Jakks version. Shame. Cool additions. Looks like you got Frieza's colors right. Goten is nice. His pants look odd though lol still good quality work.
