Looks like an HG King Cold. I can't say if it's official because I don't collect those figures, but given that line's style (and partially due to me having the SS3 Gogeta from that line,) it seems like it came from that line.

It's not an HG figure. King Cold wasn't made in that series. Found a larger image of it and it looks like a custom
