The only problem with trying to make Cui was that he was taller than Vegeta. You could say the Vegeta body is perfect size for him, but too big for Vegeta, but you'd still have to create length to him somehow.

Yeah, Cui is quite a bit taller than Vegeta. I can provide you some pics from the manga if you need them. I took a lot for my own custom reference.
Jeice is actually much taller than even Goku, but it's so hard to realize it, particularly in the manga, because he is always standing behind Ginyu... next to the enormous Burter... behind Ginyu-Goku... or throwing punches and difficult to determine the height of. When they first arrive, he is next to Ginyu when viewed from behind when Frieza is like "wtf" about them posing, and he is drawn not much smaller than Ginyu. That's the only time he is directly next to Ginyu, and Ginyu is a rare character in that we do get to see him in a few shots directly next to Goku. It's really weird to think that Jeice is bigger than Goku, but that's what he seems to be. I always used to think that he was just a little taller than Vegeta, but he's around Yamcha's size.
Salza is another one of those surprising sized characters. He's somewhere in that Goku to Yamcha size range too. Evidence that he's actually a little bigger than Cooler form 4. Weird but true if you pause the movie and look at things.
Another character that is difficult to size is Raditz. He's never directly next to anybody in the manga unless he is throwing a punch, or has Goku wrestling with him on his back. I don't honestly know if he is taller than Piccolo in that saga or not.

Well, Piccolo wasn't very big in Saiyan Saga. It's evident that he grows a lot throughout DBZ. At the end of DB when he was fighting Goku in the tournament, he was barely taller than Goku. Very strange to see in the manga. I'm too tired to give specifics about Raditz, but he seems like he's probably bigger than Piccolo to me. Somewhere at least in the 6 foot+ range.
