Production rejects from China of Giochi Preziosi figures

You've probably seen some of these figures on ebay before. They are sold by sellers who sell a lot of production rejects and production leftovers of Jakks figures. Production rejects are basically figures that are legitimate, but they have some sort of flaw that didn't pass quality control. I have an Irwin Gotenks figure that was from a seller like this, and his foot was molded crooked and he couldn't stand until I boiled him and adjusted it. Production leftovers are basically regular figures that were just never packaged. It can be impossible to tell a production leftover from a figure that was packaged, because they are identical (no differences). The sellers of these production rejects and leftovers do have a habit of selling bootlegs of Japanese figures too, so it can be hard to trust the legitimacy of their products. But I can say with pretty high certainty that these Giochi Preziosi figures are way too good to be bootlegs.

I do have some questions I hope PGV can answer.

1) What does the CE mean? It's weird that the Tien I had from Italy doesn't have it molded into his shoulder, but the Goku legs I have from Italy do have it. I guess GP revised the mold...?
2) Why do some GP figures have black or colored text on their butts?
3) Does the production Gohan that came in a package have his yellow armor painted on the back side?
