The Mini Figure Selection, MFS, ミニフィギュアセレクション, were made by Bandai. In each set there were 15 regular figures, 1 colored secret figure (which was always Shenron), and one super secret colored version of one of the regular figures. So 17 figures in each set = 51 figures. These were nicknamed bottle cap figures because the bases resemble bottle caps, but they are not actually caps for anything. The bases all say the character names in Japanese. There were 3 sets. The majority of the pictures and information here were taken from dragonballcn.com. What I find nice about these figures is that they are sort of like the DB version of Soul of Hyper Figuration figures. They are approximately the same size (a little smaller generally actually), but they chronicle the majority of the DB series, which has not been done by very many other lines of figures. All 3 sets are only focused on DB. No DBZ.
Each figure came packaged individually in a little baggy, and included two pieces of sweet, chalky candy, kind of like Sweet Tarts. I have had the candy, back in 2003, and it was lychee flavored if I remember right, and it wasn't very tasty, but was ok. I don't remember if the figures were blind bagged, but I think they were. You didn't know what you got until you opened it. (Does anybody know for sure...? I would have to hunt down the packaging for mine and I don't know where I have it...)

After MFS, there was Mini Figure Selection PLUS, MFSP, ミニフィギュアセレクションプラス, which were also made by Bandai. There were 2 sets, and in each set there were 6 figures, so 12 figures in total. The style was completely different, all were color versions, no secret figures, and the bases were much smaller. I don't think they came with candy. They ranged is size more than the original MFS. There were DBZ scenes mixed in, and these are based on manga artwork.
